The\u00a0animals\u00a0were seized\u00a0due to the\u00a0numerous\u00a0observed infractions to the Animal Welfare\u00a0and\u00a0Safety\u00a0Act\u00a0relating to their\u00a0unsanitary\u00a0and\u00a0unsafe living conditions, as\u00a0well\u00a0as their\u00a0obvious\u00a0lack\u00a0of\u00a0veterinary\u00a0care.<\/p>\n<p>Last Friday, their\u00a0owner, Mr. Marcel Couillard,\u00a0was\u00a0found guilty\u00a0of 8\u00a0counts\u00a0in relation to\u00a0this\u00a0case. He\u00a0was\u00a0sentenced to\u00a0$12,500 in fines, and to a 15-year prohibition order forbidding him from\u00a0owning more\u00a0than\u00a0four\u00a0animals.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-1305\" src=\"https:\/\/compassioneng.files.wordpress.com\/2018\/02\/55animaux-saisis-blog1.jpg\" alt=\"55animaux-saisis-blog1\" width=\"4608\" height=\"3072\" \/><\/p>\n<p><strong>The Montreal SPCA\u2019s Investigations and Inspections Department<\/strong><\/p>\n<p>Inspectors are charged with enforcing the\u00a0<a href=\"https:\/\/www.canlii.org\/en\/ca\/laws\/stat\/rsc-1985-c-c-46\/latest\/rsc-1985-c-c-46.html#Cruelty_to_Animals__1306514\">provisions of the Criminal Code dealing with crimes against animals<\/a>, as well as Quebec\u2019s provincial animal welfare legislation, namely the\u00a0<a href=\"http:\/\/www2.publicationsduquebec.gouv.qc.ca\/dynamicSearch\/telecharge.php?type=2&amp;file=\/B_3_1\/B3_1.html\">Animal Welfare and Safety Act<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.canlii.org\/en\/qc\/laws\/regu\/cqlr-c-p-42-r-10.1\/latest\/cqlr-c-p-42-r-10.1.html\">Regulation respecting the safety and welfare of cats and dogs<\/a>.\u00a0The territory covered by Montreal SPCA inspectors includes the island of Montreal, Laval, as well as certain areas located in the Mont\u00e9r\u00e9gie, in Lanaudi\u00e8re, and in the Laurentians.<\/p>\n<p>They spend slightly over half of their time in the field, treating complaints, conducting inspections at premises where animals are kept (pet stores, breeding facilities, kennels, etc.), and collecting evidence as part of their investigations. The rest of their time is spent writing reports and preparing files for court.<\/p>\n<p><strong>What constitutes an infraction?<\/strong><\/p>\n<p>Pursuant to the laws applied by Montreal SPCA inspectors, the following acts or omissions constitute infractions:<\/p>\n<ul>\n<li>Hitting, strangling, stabbing, burning, or poisoning an animal<\/li>\n<li>Training an animal to fight<\/li>\n<li>Trapping an animal using a method that causes pain<\/li>\n<li>Abandoning an animal without ensuring that someone else will properly care for the animal<\/li>\n<li>Failing to provide an animal with veterinary care when injured, ill, or suffering<\/li>\n<li>Failing to provide an animal with food or water<\/li>\n<li>Keeping an animal in a place that is soiled, unsafe, or that does not provide sufficient space or lighting<\/li>\n<li>Failing to provide an animal with protection from heat, cold, or weather conditions<\/li>\n<li>Failing to provide a dog who lives mainly outdoors with a doghouse that is waterproof, raised off the ground, and in good condition<\/li>\n<li>Using a collar that hampers an animal\u2019s breathing, or causes the animal pain or injury<\/li>\n<li>Failing to groom an animal and trim his or her claws on a regular basis<\/li>\n<\/ul>\n<h4><b>If you witness animal abuse, please report it!<\/b><\/h4>\n<p><strong>1.
