After the City of Montreal announced it would adopt breed specific legislation (BSL), which unjustly targets certain dogs simply because of the way that they look, we immediately took action to address this unfair, costly, unenforceable, and most importantly, ineffective proposed legislation.
First, we launched our #saferkindercommunities campaign to offer a comprehensive and multifaceted approach to dangerous dogs that focuses on prevention, owner responsibility, and addresses aggressive dogs based on their behavior, not their physical appearance. Then, despite our best efforts, when BSL was passed, we filed a lawsuit against the City of Montreal. And, as we eagerly await a date for trial, where a hearing on the merits will take place, we will not give up pursuing our efforts to create safer, kinder communities.

Me Alanna Devine B.A., B.C.L., LL.B.- Director of Animal Advocacy
Me Alanna Devine is a member of the Quebec and Ontario bar. She has worked at the Montreal SPCA for over nine years. Before the SPCA, Alanna clerked at the Supreme Court of Canada and obtained degrees in civil and common law from the McGill University Faculty of Law after completing a bachelor’s degree in Criminology. As Director of Animal Advocacy, she oversees the Investigations and Inspections Department, the Advocacy Department and works primarily on improving the protection of animals on a municipal, provincial and federal level as well as leading awareness campaigns on important animal issues.
